Positive Energy Districts (PEDs) are not only technological and economic issues; we believe they require a full consideration of energy practices and the integration of future users and public participation to foster just transitions.
We therefore analyse the development of PEDs with a holistic approach, including sufficiency as a core dimension to achieve zero-emission cities alongside efficiency, production and flexibility, and focus on renewable energy communities as key enabling mechanism.

With our multidisciplinary consortium (Belgium, Italy and Austria) composed of universities, SME and public actors, we contribute to the development of Positive Energy Districts in four existing neighbourhoods in Belgium, Austria and Italy, by integrating several dimensions:
To ensure replicability of good practices, the consortium will develop guidelines and process-based roadmaps for the planning, design, implementation and monitoring of PEDs through a proposal for a CEN Workshop Agreement (CWA).
